Changing noob corps and/or adding more tax to them will mostly hit newbies and casuals. Most hardcore players only have alts there just for social purposes.

I did the Destroyer upgrade. Got a 'free' Cormorant (standard paintjob) for 9.95. The 3 month sub offer is probably a typo and you get a frigate with some kind of a special paintjob.
